Installing British Parliamentarianism
in the Ionian Islands 1815-1864
The paper discusses the introduction and development of parliamentary institutions in the Ionian Islands during the period of British Protection (1815-1864), with particular emphasis on the deliberations of the 9th Ionian Assembly of 1850. The particularity of the 9th Assembly is presented against a historical background that encompasses the establishment of the 1817 constitution; the resultant political and administrative system of the Septinsula; the reactions on the part of the Ionians and finally the reforming interventions of the British administration in the 1840s. The characteristics of the 9th Assembly are discussed, as are the issues over which the Radical party and the Reformist differed. Finally, an unpublished memorandum is presented, which formed the basis of the cooperation between the Reformists and the British High Commissioner to silence the Radical voice in parliament.
